HEADING:        The Council of the R.M. of Argyle held their Regular council meeting on Tuesday, January 14, 2014 in the Council Chambers at 132 Second St. N. in Baldur.

CALL TO ORDER:            Reeve Bob Conibear called the meeting to order at 9:00 am.

 Members of Council present were: Jim Lockhart, Tom Kay, Darrian Vermeersch, Daniel Martens, Marilynne Pantel and Hugh Stephenson. Also present CAO Barb Bramwell.        

APPROVAL OF AGENDA:    Stephensonl/ Lockhart

#1-2014             BE IT RESOLVED that the Agenda for the Regular meeting of Tuesday, January 14, 2014 be adopted as circulated/ amended.                                                              CARRIED

             2) December Financial Statement – the preliminary Financial Statement was reviewed.

Grant-in-Aid   #6-2014 Stephenson/ Vermeersch

WHEREAS the Council of the Rural Municipality of Argyle is proposing to pave Fifth Street between Elizabeth and Carrie Street in the LUD of Baldur;

 AND WHEREAS this street qualifies for Grant-In-Aid; 

BE IT RESOLVED that the Rural Municipality of Argyle make an application for assistance from Manitoba Infrastructure and Transportation under the Grant-In-Aid program.                                                             CARRIED 

  1. THAA Annual Funding Request

BE IT RESOLVED that space be made available in the Municipal Office for another year for the Tiger Hills Arts Association, a non-profit organization, for acceptance of deliveries and for a representative to be in attendance up to two days per month, and that we value this gift in kind at One Thousand Two Hundred ($1,200.00) Dollars.                                                                        CARRIED                                                             

  1. 2014 Tax Sale

BE IT RESOLVED  that the date for the 2014 Tax Sale be set for November 18, 2014 at 2:00 pm;

AND FURTHER BE IT RESOLVED that 2013 be the designated year for the purpose of the 2014 Tax Sale in compliance with Section 365(2) of the Municipal Act.                                                                                                CARRIED                     

  1. Transfer Hospital Donation

WHEREAS the Rural Municipality of Argyle has received a $50.00 donation to the Baldur Hospital; 

BE IT RESOLVED that the funds be transferred from the General Fund to the Baldur Hospital Reserve.

BE IT RESOLVED that the Rural Municipality of Argyle authorize payment to the Baldur Memorial Hall in the amount of $7,483.82 representing the funding received for the bathroom renovations less project expenses and operating grant from the RM.                                        CARRIED

  2. RM of Victoria Household Waste Agreement

BE IT RESOLVED that the Rural Municipality of Argyle enter into an agreement with the Rural Municipality of Victoria to accept household waste from the LUD of Cypress River of the year 2014.                                        CARRIED 

  1. Donation in memory

BE IT RESOLVED that the Rural Municipality make a donation of $50.00 each to the Grund Church and the Baldur Health Care Centre in memory of former Secretary-Treasurer, Anna Nordman.                                 CARRIED 

GENERAL BUSINESS:

BE IT RESOLVED Council of the Rural Municipality of Argyle authorize all members of Council to attend any AMM, MRGA, MWSA, MCDA, EMO or government sponsored convention, seminar, meeting or workshop in 2014 with remuneration and expenses to be paid as per By=Law #17-2010.                                                     CARRIED

                        WHEREAS the Argyle Fire Department is restructuring and reorganizing; 

                        BE IT RESOLVED that Mark Everett be appointed as Fire Chief for the RM of Argyle; 

AND FURTHER BE IT RESOLVED that Darcy Dearsley and Rodney Bolack be appointed as Captains.                                                       CARRIED

MINUTES

 

HEADING:             The L.U.D. of Baldur Committee met in regular session on Tuesday, February 18, 2014, at 4:00 pm in the R.M. of Argyle Council Chambers at 132 2nd St. N. in Baldur.

    Committee members present:  Mike Foubert (arrived at 4:10 pm), John Rigaux and Marilynne Pantel.  Also present were CAO Barbara Bramwell, and AAO Lori Johnson.                    

CALL TO ORDER     Vice-chair Marilynne Pantel called the meeting to order at 4:00 pm. and chaired the meeting until Mike Foubert arrived at 4:10.

#05-2014                     BE IT RESOLVED THAT the agenda for the Regular meeting of                           February 18, 2014 be adopted as circulated and amended.

#06-2014                BE IT RESOLVED THAT the minutes of the Regular Town Board Meeting of January 7, 2014 be adopted as circulated / amended.

BUSINESS FR MINUTES             

  1. Sidewalk tenders – 4 quotes were submitted for review. The committee decided to undertake 8 out of the 10 sidewalk projects listed on the tender which best suit our budget for 2014. The contractor will be contacted to discuss a timeline and/or any changes there may be to the quote due to the reduced number of projects approved for 2014. 

  2. Garbage Collection Policy – the Baldur and Rural Garbage Collection Policy was reviewed and changes made.  Lori Johnson will send out a draft of the final Policy before the next LUD meeting.

  3. Rural Garbage Collection Rates – rates will be increased $2.00 per month for rural garbage pickup to $12.00 and specific high volume users will be charged $50.00/month for the service.  The rates will be attached to the policy as Schedule A.

  1. Baldur Flower Committee - budget

  2. 2014 Service Plan & Budget - presented by CAO Barb Bramwell for review.

                                                                                                               

    GENERAL BUSINESS:   

  1. Sidewalk Snow Clearing -  the skid steer is too wide for some of the narrow sidewalks resulting in the grass surrounding the sidewalk being chewed up.  The skid steer is not an option for those sidewalks.   

  2. Baldur Street Lights/Christmas Lights – the committee decided that as of January 31st of each year, the Christmas lights on the street poles will be unplugged and turned off. 

  3. 2014 Work Plan for Public Works – a first draft of 2014’s work plan for our public works staff was compiled. 

  4. Purchase Sidewalk snowblower/mower – Quotes were reviewed for the purchase of a sidewalk tractor with snowblower/mower attachments.  The committee will look at purchasing such equipment in the future.  It was decided to fix our John Deere for this year.

      #08-2014               BE IT RESOLVED that the LUD of Baldur Committee recommend to                                replace the motor in the John Deere mower/blower for approximately                                $5,000.00.

REPORTS:                 AAO report. (Attached) – Lori Johnson gave her monthly report

                                   MDC report. Colleen Vanwynsberghe – Both grant applications  to hydro for trees have been approved for full funding.  Veteran’s Park will receive $3,503.95 and Argyle Park will receive   $2,321.00
